You're correct about the salt analysis concerning the test for lead. dilute HNO3 should have been used to dissolve the residue. I think the question wasn't correctly validated, WEAC really need to do more on this. If the question was correctly validated, this should have been rectified. I did it with HNO3, the residue dissolve and the other tests on the clear solution were correct.
