Kind of reminds me of the time my friend went to teach English in China. The bus full of (affluent) kids accidentally hit and severely injured a farmer riding on a bicycle. My friend was panicking and while she was trying to call the police and get help for the bicyclist, the bus driver just kept chatting on his cell phone with a friend, and she heard the children laughing and saying he deserved it for being too poor to afford a car. Well I'd be screwed if I was a government official at a crash site where people died. For one, I am easily ammused and could be smiling for something unrelated to the accident. On the other hand I have what you'd call a nervous smile. If I was asked a question I didn't have the answer to I would smile at first before responding idk. Or another is if people are doing something and I'm just standing there because I would be more in the way if I tried to help and people outside the incident are staring at me expectantly, like why aren't you doing anything, I'd smile then too. There are different reasons for someone smiling and that doesn't just mean because you are happy. Some people have that friendly smile when they are angry.
