Yes. Your game must be bugged. When you go up, you can obtain a shortcut to a meditation point.

I got question, when I was first playing the first mission story on Coruscant I accidentally didn’t get that first stim during that first mission story but I can always come back for it like traveling back to Coruscant to still get that first simp I missed right?

I would say also make sure that you have used all elevators and unlocked all shortcuts, that may be hindering your 100%
