Okay so I found out you don't need it if you have the latch on the back of your vehicle seat. So I just removed it.

The top tether. Your car has a spot to attach the tether- this is why it’s critical to view your vehicles owner manual to locate the top tether. This seat cannot be used in harness mode without the top tether attached to your vehicle.

You need to look and see what the weight minimum is but I would say know because the first slotnwould be too high for a 2yr old.

Not supposed to put your weight in the seat like that.. it can break the seat :/
