Nope. You are just being a fanboy now. Boros says nothing like that, and he was always intended to be at best planet level (authors wrote him as planet surface, animators made a mistranslation (which was corrected back to planet surface but noone noticed. Boros fanboys🤦‍♂️) and guidebook rated him star due to a name of an attack
