It's definitely the action on the script, the part written in all caps before the dialogue, and the VA just read it aloud in the studio. They do voices before animation so I'm guessing Joe just decided to keep it in there and told them to animate it because it worked.

As a dad of a (almost) five year old son who loves Bluey I can only confirm this. But yeah, I'd also go further and say that this is a show for everyone. Of course the humor is rather mild, but it's also cleverly written, with quite some jokes that only adults will grasp. Also the show never rubs its' lessons into the audience's face, which is very refreshing compared to other media.
