Rick's comment is appropriate for a comic character. His point is that Captain Marvel's hijinks endanger Rick. It may be immature, but Rick is immature. It's a fine story element.

Rick saying "Whatta ya mean "we" white man?" is a quote from the Lone Ranger where Tonto asks Lone Ranger "Whatta ya mean WE, paleface?" It was a well known and oft repeated meme type thing up into the 70's and 80's. Hard to believe you're so young you don't remember this.

Let’s face it, Uata clearly deserves at least a demotion in his watcher status. Uata can’t just watch anything. Maybe the other Watchers could give him more simple watching tasks, like watching the grass grow? I give him about ten minutes before he would be out mowing it. He just can’t help himself.

Somebody must have liked it. Within the year Al Milgram was hired as an editor at DC. In fact, that's the reason he stopped writing for and doing pencils for Captain Marvel. But yeah, surprised that one slipped through the comics code.
