20:42, the left player does NOT Fireball because he only has one Fireball in the deck and despite the Mana Drain, it's still not lethal. Right player has 19 life and he can only Fireball for like 17 and if he does the full 17, he would take one damage to 7. Meaning right player could top deck a Hurricane and tie the game since left player would be tapped out.

I think in this deck it does 2 things, its another 1/1 for 1 that you can pump with the Pendelhaven, and it's a mana generator, meaning a better chance to have 3 mana at T2 for a potential Spitting Slug, Ice Storm or extra point of dmg with a hurricane later in the match.
