I already have a bit of thought process for Captain Australia and Agent Aotearoa (New Zealand - Aotearoa being the Maori name). Cap Aus is a frontline supersoldier, while Aotearoa is a secret agent type. Aotearoa investigates behind the scenes and feeds Cap Aus info. In their off times, they meet up in civvies to play rugby or cricket, argue over the pavlova, and drink beer while congenially slagging off about Captain England and Captain America (England is practically their father, while America is an older brother figure who was already an adult when they were born). Also, IMO, Cap Aus is Aboriginal under the uniform, and Aotearoa knows every single haka. (I am Aussie myself, I feel for my supervillain nation personas, and feel Aus and NZ should always be buddies, even if they bicker, it's affectionate bickering.)

It's also true that sometimes the line between a hero and a villain can be a very thin one... A good example of that is the Punisher, to some people he is a murdering maniac who needs to be locked away for good, to some other people he's a ruthless vigilante who does the dirty work to purge society of its worst criminals, something that most super-heroes wouldn't do unless they had no choice... Yeah...I can totally see a super-villain being patriotic and protective too...

Something more expansive like their backgrounds and what their powers/abilities are, and maybe even going beyond that to full stories/videos of them as supervillains conflicting with heroes.

Yeah exactly. I've got one idea already that could work with some flushing out: That would be cool to have a whole comic series formed around the countries of the world, with their own superpowered beings representing their countries, and instead of it being wars fought between the two sides, the governments control over these different villains and anti-heroes, and eventually the villain's come to see their countries as weaker than them, that their governments have no real control over them anymore and they can do whatever they want. They start rampaging wars against their own countries. However, other 'world power' countries want those poorer countries and their super beings held in check. So, the countries come to a secret meeting place, all the world power countries present their own superpowered beings, and they then come to an agreement. They will have tournaments to settle their world differences. Whoever wins this tournament, with their superpowered being representing them, has 'control' over the whole Earth for 2 years. Meanwhile, that country's "champion" gets to retire and live a life of riches and a quiet life in a place of their choosing. Some of these beings are allowed to live after the tournament to either continue to hone their powers further, or just to retire. To try again in the next tournament in 3 years time. If they are able to survive the trial of the next tournament. So, I'm thinking something Kinda like the Olympics, but with superpowered beings, and also like The Hunger Games, but all with differing world-breaking powers, and with those countries wanting world domination for those years. Well, there are those with morals who think their governments are corrupt, but would rather be able to fight the evil that is the other countries supervillain blindly. Of course, it would be those same villains from the smaller countries, and from America, Canada, and GB, who form alliances to fight their governments, but also fight the other world powers bad and corrupt. That would become the anti-heroes and would go and investigate on their own, on a mission, to find out what is really happening. They realize that there are villains representing the other countries, and that some of those countries (*cough* Russia and US *cough*) are using their own against each other, making the superpowered villains fight each other to learn who will be representing their country. And they further developing the super 'hero' to world-breaking levels. However, this does not come without warning by the scientists and developers. Letting the countries know that these beings are being self-aware of what's happening now that the tournaments have been done and the countries (the names could be changed) that have won the most have been the most dominant with their superpowered being. Being a formidable foe. These same villains, after learning what their countries are doing, and learning that the countries send their one chosen to do, which is to find out who is strongest out of all and what world power will be in complete control for the next 2-3 years, well they learn on this mission that these world powers all are furthering the superpowered beings and the next strongest one will take the next weakest ones place. Until they have a perfect killing machine and weaponized human basically. I'm thinking the Japan, Canada, and US, as well as a few others, could be the anti-heroes who go in search, together, for answers to their newly self-conscious and aware of their own existence and want to find out what their existence actually means. Which is that they must fight in this tournament to have a chance of retirement and riches. And they no longer want that. I get a hidden Superman vibe off the US one, the Japanese one however, I think that would be the one that surprises everyone with his powers being that of perfect martial arts learning and absolute Learning, this is not me being racist in the slightest it's just how I genuinely think it would be.

Canada is more Batman, with only one superpower in being Absolute Learning. Where does this help? Well, in fighting other world powers 'bad' guys, Canada can actually learn the others moves perfectly and he can also learn, on the fly, how to detect and stop that person with their only known weaknesses. If there are none, then Canada will find it with the help of US. Japan's looks like he's about to go super stealth, so maybe he'll have super stealth attacks. Maybe with a super katana that can cut through the Earth if he doesn't hold himself back at all times. Or maybe, redress the balance for Japan with those Tsunamis and make his powers more Aquaman-like.

The twist is the AI was programmed to create superheroes, hence the folklore and flag detailing, but it chose to make them look more like villains, cause that is what they would be to other countries, weapons of mass destruction.

Cool imagery but I think many of them are too generic and barely have anything to do with the country they represent. I'm Portuguese and have absolutely no idea how that villain references the country in any way. It almost gets the colors right (the red is off though), but that's not our flag and the background isn't at all a Portuguese style castle or palace.

I am from Wales, UK. I loved this line up, your really talented,, but..... I waited right to the end to see our Welsh villain and there wasn't one 😢, our national flag is a Red dragon so the AI for that could've been awesome.
