This may not become replication of Reservation in constitution. Consttution amendment is difficult & longer process but its avoisdance is much easier than constitution. It is not practical under the present system. If at all desired the election of J&K would have not been 3 stages & actual experiment would have been done. It will e only on statute books but not implemented as in the case of other laws. Present ruling party is in habit of framing laws & announcing schemes & policies not to execute as nomal behaviour. They may appoint several execution ministers may be equal in number as making planning & policy with change in psychology towards execution & pledge for not pasing any law unless old are implemented in full.
