Actually people not wearing seat belts in the back seat can have enough force to break the seat of the person in front of them with the force of there own body causing an increased chance of injury to both the back seat passenger and the front seat. This is from personal experience as well were the back seat passenger in my care broke the mounts of my seat and case my injuries to be worse. They also suffered a shattered solder and punctured lung, everyone should wear a seat belt when in a car no matter there seating arrangement.
