WhirledSol, yes, the hymn is by Parry, to words by Blake from the forward to Milton. This orchestration is by Elgar, and he was knighted for it.

Terrific to see a choir and orchestra of young people making such good music. However - it is too fast. Parry marked in his manuscript - SLOW with animation. This orchestra is Based on Elgar's. Parry's own scoring is much more sober and gives greater prominence to his wonderful melody. Elgar made is orchestration some year's after Parry's death!
