I also have an Athearn Genesis UP 844 but it's an older version with the ESU Loksound (DCC with sound) decoder and it has the iconic red Mars light above the headlight. Its by far my best running steamer among my 13 other steam locomotives I own.

I inherited a 3 car garage HO model train setup. Trains, Track, Buildings, and more parts I know what to do with. My late neighbor and I would watch his setup, enjoy a cool drink and swap lies. We are both retired Military. I loved to help him build his kits. QUESTION? I’ll give my grandchildren their pick of sets, keep one set and a few parts. What can I do with all this stock? Mt late neighbor began his HO hobby in the 1960’s. To say I’m covered up with trains, tracks and parts, electric/electronics and train/track parts. You mentioned that your GP38-2 had a whining sound. I have an Athearn GP38-2W that also made I whining sound when I got it, but it turned out that the bearings were just dry and needed to be oiled. It could be that your model has the same problem.
