You don't. Entering Adventure disables all of your Cheats.

Yes, but your times won't be saved nor will ghosts be counted as unlocked/beaten. What you saw at the results screen during the time trial section of the video was simple editing using clips from non-cheat runs.

Wait if you use cheat codes on local arcade do you still unlock stuff

Back when the game first came out you could, but the devs patched it out in one of the updates. So using any cheat codes such as the 1 lap race one would no longer count towards unlocking things like character skins.
