The installer sure doesn't appear to be spacing staples 3-4 inches apart

There is zero chance that is R21. The two layers create a moisture barrier between them. Where does the moisture go?

If you have moisture in your crawl space you need to resolve this issue first. Moisture comes from the ground, Reflectix is a moisture/vapor barrier that will help to keep that moisture from your floor joist and home. All insulations use trapped air to create/increase R values. If you take a 3" thick piece of fiberglass insulation that is rated at an R13 and compress it down to 1" it is no longer an R13. Why? You didnt remove any product but you did remove the amount of trapped air by compressing the product. Reflectix doesnt have these fibers to trap air so you need to create a trapped air space. This application is, in fact, an R21 and has been tested at a third party testing facility to support this.

There is. Reflectix radiates heat back at 96% so your garage will only feel the effects of 4% of the radiant heat coming of of your door when installed correctly.

Two trapped air spaces are required to increase the R value to an R21. One trapped air space is R16.

False advertising! This product may be useful for some applications, but it's resistance to heat flow is not R21.
