I gotta applaud them though, the only wrong word there is cone. I'm not certain but fairly confident that the projectile hitbox is also the same as the player one, so I'd call it consistent.

0. player airblast and projectile airblast are not the same [this is important!] 1. airblast is a square hitbox, looking up can cause it to also tough players behind you 2. your horizontal crosshair position affects the airblast hitbox, but not the blasting trajectory. the target will fly away from you either way (if theyre in the hitbox ofc) 3. now, your vertical (up-down) crosshair position does change target trajectory as you'd expect. 4. if you aim down, the game will check if it's possible to push them there. If yes, the target will be either pushed down, or to the side. If no, possible it'll push them up. So if its a slope or it is stairs, they'll be pushed away from there. If they're on even ground they'll be pushed up. 5. your speed/velocity/momentum doesn't matter; but the speed/velocity/momentum of the target can affect the speed of the airblast. 4* that's a simplification of what he said. but basically that's what it is. be sure you understand everything here. then, you can proceeed to read a full explonation of the fourth point: **full**: when aiming downards, the game takes direction prependicular to that of their ground. so if it's an even floor, that would be up, if its a 45deg slope, then it would be diagonally away from the slope. that's it.

It would be way easier to control if pushing people downwards was only possible if your damage or airblast was what put them in the air, because trying to launch someone upwards by looking downwards becomes inconsistent if the player is jumping and if they are near ground level it is my experience that it is easier to flick down rather than up to make someone go upwards, especially if they are on a slope coming up towards you

Not sure if this is helpful now, but the medic push was accidental, he was probably having a command to increase airblast power and used it to demonstrate things like: 1) if the enemy is already moving horizontally fast and you airblast him from below, you wont stop him you'll only push him up and slow him slightly. If you want to really reverse his momentum you have to be more in front of him. 2) your own momentum doesnt affect airblast, if it did the medic would fly like in demonstration.
