The hip swaying dance move is actually originally from a song called Abracadabra by Brown Eyed Girls, which was a huge hit in Korea in 2009. It was known as the "arrogant dance". The beat of this song is kind of reminiscent of that song, and the main actress in this music video is Ga In, member of Brown Eyed Girls! So it's clearly an homage.

Psy was 36 when this song was released. He was 23 when his first album came out in 2001. Gangnam Style came out in 2012, so he had been around already over a decade.
