The real target is the sand, to be sold to construction companies. The rocks should be removed so that they would not endanger the sand-diggers below. The place is in Mount Merapi, Yogyakarta, Indonesia. This is a pretty good livelihood for the locals.

No, they're just stupid, literally, @34:17 the guy is prying out one rock, while down below, another feller is inspecting others already fallen, repeatedly a guy is in direct or possible line of bolder travel.
