You're not in RGB color mode. My guess is you are in CMYK

is not a matter about the color mode, is about your black color. your black color it must be all 100% at cmyk or all 00 at rgb. it must be the blackest color.

I don't know if it gets hard to notice on your screen, but the color she uses isn't white, is a very light yellow color. Also, the new flame is on top of the base red color, not directly over the black background. It shouldn't be white following this steps. Hope it helps.

it won't work in CMYK.change documnet color mode to RGB (File -> Document Color Mode).

Just click on the background layer and change it's color. It's easier to design using black at first to see the different parts easier.

It will work better on a dark background, since it has more contrast with the flame. But you can apply the same technics on any background, just changing the colors to fit
