Can change a scene with my downloaded media?

You mean replace a premade scene/template? Yes. There will be a”replace” option for images and videos. Can’t replace characters the same way though

How can you increase the duration of this scene?

The character action for the cards to be longer? You would click end of the action, and drag to right to duration you want. If it's a background, or other element, same - just click and drag to right to extend/click and drag to left to shorten

I think that may be challenging, as they don't have all those actions available on characters. But you could have a lot of people walking around, talking, etc and find a background of the setting you are thinking of? They do have some store, restaurant, cafe, etc backgrounds that may fit your vision. Or you can bring anything in
