Guys, AWS has updated the cost for using the ipv4 address for vpc. so, if you use ipv4 for vpc, you will be charged 0.005 $ per hour for all public ip v4 address.

I have performed the describe configuration exactly the same way, but in my case there are monthly costs shown for the database instance and storage. I have just created my aws account so I have the 1 year free tier access enabled. Did something change meanwhile and now there is no more free tier postgres db on aws?

Mine was the same, turns out for me that this free tier only applies to AWS accounts in their first year. I've had mine for years, hence why I'm being charged for this configuration.

It's free for the DB itself but doesn't it tax you for computing? I created a Microsoft SQL Server and taxed me every day 1.2€, even if it just staied empty. It was computing some shit.

turn on SSL slider and you should be in business. Just ran into this and that's how I fixed it, was able to create and query table

Thisis not relevant anymore, unfortunately. You cannot create a RDS which is going to be publicly accessible in the default VPC because it has no subnets associated. You have to go through the creation of VPCs and respective subnets to create the database.
