The SAPS are like someone whose reflexes are out of place in that the person gets slapped by another whilst talking to others and doesn't react to the slap immediately by touching his/her face (if that's possible). Instead the person weirdly remembers to react after 10 minutes after the incident. My point is that the SAPS's tactics are reactive as opposed to proactive.
