That's not a functioning round, this must have been intercepted by air defense in route. Atacms are unitary, not cluster munitions...even if it was cluster the impacts would have exploded. The defender must have intercepted this...over civilians...and is now trying to swing the story to make the attacker look bad, when they messed up
