I think that only qualifies if you're impersonating an agent to commit a crime. In this situation I dont think he could get in any trouble. Same way I could lie about having a rare disease to get sympathy and its no big deal but lying about it to a doctor in order to get prescription narcotics is a crime.

He was also in the episode where they finally get Foyet. JJ tells him something like "I don't care if you have to drive to Post Master General's house...." Later when he comes back, mission accomplished, he says "I'm not just a pretty face." There are quite a few others I can't think of right now.
