That was the second time Garcia got JJ's head up from her endless supply of work. The first time was when Garcia got shot and Hotch walked up to JJ to tell her. Family moments like these got JJ to see that there's more to life than business.

Who are they supposed to date if not fellow employees. In particular if you are an agent.

It's understandable if two office employees who are equals in position (like Garcia and Kevin) date. However, it's unethical for two field agents to date as their first priority should be the people they swore to protect, not their work partners which can be extremely difficult if two field agents bump uglies. It's also unethical and entirely inappropriate for supervisors and subordinates to date for obvious reasons regardless of whether said employees work in the office or out in the field.

as far as i remember it was something about a house Rossi owns that was a crime scene where the parents of some children was murdered. Something about it being 20 years ago and it was about time it should be solved so he took time of from work and asked Garcia for some help. He ended up giving them the house when the crime was solved.
