Hello CR. This Mech did not appear until after the point I no longer needed this kind of Mech for my Merc force. It also was unpopular enough that were rarely saw them in battle, even when fighting Bandit and Pirate forces. Now, having said all that, I would like to speak to the Mech itself. Even not having run any of them myself. The Brigand is fairly cheap for a Mech overall, although a bit on the pricey side for a 25-ton Battlemech. One can easily see how Pirates and Bandits could get their hands on pulse medium lasers and ER medium lasers (salvage and raiding), so the only 'issue' is the Endo-Steel skeleton. I have this problem thinking of Lady Death having the Tech to make Endo. That presupposes a LOT of industry to support the factory producing the Endo-Steel. On the other hand, I could see an entire Raiding group armed with nothing but Brigands (excepting for cargo haulers to carry away their loot). Even though they are fairly short ranged Mechs, they are fast enough to get in close and do serious damage in multiple unit groups. Most Planetary Militia units will not have enough larger units to seriously contend against such a fast, mobile group of Mechs. So, what I am saying is that even though I have never 'played' one, I can see the potential in using a large force made mostly out of Brigand Mechs. Give their speed, they should be able to maneuver in behind anything large enough to threaten them and backstab their way to victory. Against other Light Mechs, they should be able to hold their own, and dish it out as well as take it. I would suggest another variant though. One to deal with City defenders. Remove the ER mediums and a pair of medium lasers, leaving only two medium lasers mounted in the arms. Take the 'saved' four tons and mount 6 MGs and a ton of ammo. That should deal with pesky Infantry that opts to defend the city you are raiding. Mount the MGs 3 into each side torso, along with half a ton of ammo in each side torso (Another option is a single half ton of ammo located in the CT, with a 7th MG mounted into the head). 100 'shots' worth of ammo should last 14 combat rounds of continuous fire, with a few 'shots' left over, and we all know that such a lengthy period of MG fire is unlikely. 14 combat rounds... 10 seconds per round, is just over two minutes of Brrrrrrtt!! Points to ponder.

I think the suggestion is the Endo steel frame is being provided by a company on the sly for either protection for their convoys or money from Lady Death. Probably one of those RP things that is purposefully left open for GM's to create a story where the players track down who is doing it or maybe even working to secure the material for Lady Death that sort of thing. I like the idea of the pirates getting organised enough to create their own battlemech since the tech has been floating around long enough at this point that it makes sense for one of the pirate clans to get powerful enough to do it while also not being too annoying to warrant a great house coming after them for it. Again you could come up with an idea of a great house sponsoring the pirates to attack their enemies and the players are working as privateers or pirates themselves during this campaign.

Use small pulse lasers instead of medium, add two tons of armor. This becomes a super dangerous striker and raider.

I suspect they are being sold parts by different companies on the down low in return for their ships not being raided or for the pirates to pay them in other ways like protection during transit using pirate jump points or attacking their business rivals.
