Negan just wanted to be the leader of a successful community. Sure, he had to be strict and harsh with his rules, but he was a broken man after his wife’s death. He looked for comfort in just about anything, even if it meant having immense power over people, and yes he was a villain, but ultimately not a monster like the Croat was. He knew he had to get rid of him.
