I doubt they will ever sell to foreigners. They are very strict about who crosses their borders. Two years ago my daughter went to visit family in Slovenia and a cousin took her to a beach in Croatia. She forgot to take her Canadian passport with her and had a difficult time crossing back into Slovenia. Luckily my cousin new someone from the border patrol and it got resolved in a couple of hours.
