Chenda, I think the foundation chain must be a multiple of 3 bc the V stitch consist of 3 chains. I was making mine with 80 chains and it wasn't working so i tried with 81. Hope it can be helpful ☺

Make it to your measurement, just keep the multiple. In this case it is a multiple of 5. Her first panel is from armpit to armpit across the chest. Your first chain can be 50 or it can be 500. Whatever fits you. Good luck!

I do back loops, but you can do in the front loop to make your ruffle edge turning outside.

hi chenda! i'm currently working on this dress, but I am stumped at the strap part.. no matter what I do, the foundation chain ends up twisted. I've retried it about fifteen times. Yes you can but I recommend you to use thin thread than 4ply and crochet with 4 mm hook the same, if you make size S like mine you can buy 600g of the yarn.
