To get the purple top would you double crochet the top then hdc the middle and finish with the double crochet chain 1 ?

No, it’s the same pattern, except you’ll crochet the neck tie as one long chain (no attached to the top) and you’ll tie it in the center of the hdc panel to create a cinched look
