Time horizon refers to the number of times data is collected from one set of participants in relation to one set of variables. Cross sectional research refers to the research design in which the time horizon is one i.e. data of participants regarding a set of variables is collected only at one point of time. Longitudinal research refers to the research design in which data of one set of participants is collected at multiple points of time with regard to one particular set of variables.

I've always had a question: sure, if you collect data at several points in time (from the same sample, etc.), your study is a longitudinal one. But what if the time frame of your research is quite broad (let's say, you are conducting historial research and plan to study overtime changes) but you collect data only once (let say, by means of interviews)? Would that still be considered as cross-sectional research?
