Okay, this is what I was trying to figure out. Right now I’m reading Richard Williams’s The Animator’s Survival Toolkit, and as I animate I kept thinking “okay but why does anime- even sakuga feel different… aaaand I assumed it was because they don’t use squash and stretch as much as westerners AND they most likely animate on two’s a lot… buuuut this kinda cemented that. Either way, thanks.

The best example of this that I know of is in Millennium Actress. In the scene where the interviewer throws the bag at the cameraman's face, Satoshi Kon only used six frames, to make it appear to happen faster and more suddenly than could have been done in live action.

This video is not entirely correct. Lower frame rate doesn't necessary mean limited animation. For example, The scene where Chihiro is eating in Spirited Away is drawn in 2s or 12 fps, but it is not considered to be limited animation. Lower frame rate isn't used just to save cost, but rather to convey weight and momentum. In fact, a key animator get paid per scene and not per drawing, meaning that reducing the number of drawing doesn't actually save budget for the animation studio. Limited animation refers only to the reduce in movement or action in order to reduce drawing needed. An example given by the video where character only move their mouth when talking, or when other characters don't move at all when they are not talking are what called limited animation as they only need one drawing and three different mouth shape to occupy a few seconds of run time.

I think I can grow a lot of likes, because controlling the movement of characters of the amount of frames. If having smooth animation with lower frame rates, try adding motion blur or speed lines.

Motion interpolation is a sin and abomination that should be punishable with severe prisontime. It should never be included as a "feature" on viewing devices and those who use it should be ridiculed by the masses and ostracized for attempting to degrade the carefully thought out framerates that the artisans and masters of the craft has chosen. Sorry... I have this tendency to rant whenever such heresies are mentioned.

thay don't change the frame rate the frame rate is always 24 frames per seconde what thay change is the the number of frames so animating on 2s mean drawing a new fame evry 2 frames
