(The following is spoilers:) Spoilers: He’s just a noble who got ahold of a divine relic, as they’re easily accessible in this world because of Aqua.(which is why Eris sent Chris to clean up and try and find as many as possible). Like Kazuma got ahold of the Money Hammer, or how Aigis was in a noble’s treasure vault, or how Iris was manipulated into getting the necklace.
