25:44 Gibraltar development bonus applies only to the county - you probably just misspoke or misread as whole country since CK3 doesn't even have a country system. I personally still like to hold Gibraltar since it gives diplomatic range bonus which applies to all character interactions with literally everyone not just diplomatic actions with rulers. I like to have 500 courtiers, invite all geniuses, breed them then tutor their offsprings to get 4 stars education.

One thing I like to do with barons is if I want their land, I conquer a place with only two town slots and give it to them. They give me the barony and the area the rule now is practically useless.

I always love how being a capitalist seems to always spell doom for your enemies. And yes, vikings fall into that category. Being able to drown your enemies in gold and scare your allies with your army are signs of a CK god.
