Once you have the required brawlers at Power 9 to play ranked, you should Just stop getting more Power 9 and focus on Power 11. It's Better to have 10 brawlers at Power 11 than 25 brawlers at Power 9, because even one less level, not to mention 2, makes a huge difference.
