what is the difference between ratification and pass in the context of GST ? Assam first state to pass and telegana ratify?

The first state to ratify the constitution amendment bill which cleared the way to bring GST Act in India is Assam on 12 August, 2016, followed by Bihar on 16 August, 2017. While, the first state to pass State GST Bill is Telangana on April 17, 2017 followed by Bihar. Hence, GST amendment bill and State GST bill are two different bills
