You have to give the access to the function OpenProcess(PROCESS_ALL_ACCESS, FALSE, process_Id);

Yes, but if you change the code a bit and add some "junk" code, you won't. But you should still be careful.

A junk code is a filler in the script that fools the anti-cheat by misleading it to think it is not a cheat. If your cheat is completely unique, you won't need any junk code. But, junk code is used a lot when creating copy and pasted cheats. Which we use one for this because it is not unique now that it is on the internet for everyone to see.
