She does not have that authority as VP. She is currently in and has been in an advisory role for 4 years as VP. Biden could, and did when necessary. There's designed limits for flow and processing of immigrants, but millions, MILLIONS come and are processed every year. It's not unique to Biden's term either. Immigration has been a steady flow for decades upon decades, through many presidential terms. And Biden pushed for, Kamala supported, and Congress was attempting to pass major border legislation to allow the border to be better protected and process more efficiently, and Republicans and Donald killed that bill solely so that the border could be an election talking point. Right now, today, you can thank Trump for the immigration problem. As of recent, he is the primary person preventing improvement of the border situation. HE is the ones who told Republicans to kill the bill that would have improved the border situation. Trump and Republicans are causing the problem you so care about. You might want to focus on and blame the folks actually causing the problems because it certainly isn't Biden or Kamala.
