Ross and Jack, the Neilsen Ratings are tabulated by a paper packet that comes in the mail every few years. (They've recently added a digital form option you can sign up for when you get the paper packet.) I got one in my mailbox a couple months ago. They ask you general questions about things like number of people in your home, the ages of those people and on average what kind of programming you all watch or prefer and how you prefer to watch, even if it doesn't include traditional news, magazines, or TV media. They then aggregate that data, and I assume the averages are assumed, until the data from cable boxes is collected.

I think the recent WWE Draft 2021 really did good for Monday Night Raw instead of Friday Night SmackDown. The reason why I say that because of USA Network bickering all the time about how good Fox and Friday Night SmackDown were doing in the ratings game also in the key demo of the 18 to 49 age group.
