This video was created by a few Québec artists to denounce the cuts in cultural funding by the Conservative governement, led by Stephen Harper. This version includes english subtitles.
When Beau Dommage's Michel Rivard visits a newly formed governmental committee overseeing cultural financing, language gaps and cultural misunderstandings abounds, mostly when Rivard plays his classical song, "La Complainte du Phoque en Alaska" (The Complaint of the Seal in Alaska)...

I am an anglophone artist living in Quebec and I found this video absolutely spot on and hilarious. It doesn't put down anglos, it puts down this ignoramous, culturally backward government, and its leader who thinks that artists don't work, they go to galas. Perhaps every afternoon at three? Funnily enough his comments today were... at a gala. Merci Culture en Péril!!

I love this video, its a pretty good representation of the English and French speaking relations in Canada. As much as we'd like to think that things are fine. It is getting harder and harder to prevent their society from being absorbed and lost forever. It's a legitimate problem. And one that still has no clear solution yet. (aside from seperation, which obviously I'm against living in NS) Honestly though, I favorited this because it's funny. Thanks for the subtitles!

Being in tune with globalization is exactly what an independant Québec achieves. From a nation silenced as a powerless minority it is now allowed to share and communicate with other nations. It has right to speak at the UN, it signs its own international treaties, it gets international promotions through all sort of international events.

They STILL get educated in english from grade 1 as a secondary language and they STILL can send their kids to full english colleges and universities once high school is over, being considered to have mastered the french language. English education is thus open to all. Québec understands its distinction and flavor is associated with the french language, it would incredibly dumb to let it wither.

Good for these artists! I am an Anglophone Canadian and believe there is nothing to be ashamed of in pointing out reality to protect culture. Culture is endangered by Harper Conservative policy. They want to control it as evidenced not only in the funding cuts but in things like determination to control the content of the Olympic opening show, etc. I hate to think of a Conservative majority filled with people who paraded apologies last week for racism, callousness, hyper-partisanship.

Désolé, je croyais qu'ils apparaîtraient pour tout le monde,mais cela dépend de vos préférences. La "description" est une annotation, c'est aussi une option qui peut être désactivée. Mon but était de le diffuser avec sous-titres anglais pour des amis anglophones, pas pour être populaire...

Francophones get english education (2nd language) starting from grade ONE now. From college level and on, they are free to switch to full english education if this is what they want, being considered to have mastered the french language. That is fair.

Ça fait 17 ans que je fais de la musique dans les bars (zéro subventions) et que je le fais, mon 9 à 5 (voir ici 21h à 5h a.m.) et que je paie mes impots à la fin de l'année. J'ai fait 27 spectacles en aout 2008 et y'a des gens qui sont encore foutu de me demander c'est quoi ma job de jour à part la musique. Je suis d'accord avec le fait qu'on subventionne trop les artistes déjà établis et les projets bidons qui servent a assurer un montant aux artistes qui sont sur certains comités

In Canada this debate has been going on for decades and nothing seems to get resolved. As an anglophone who likes french and cultural diversity, I would like to see Quebec remain in Canada, and keep their "distinct nation" status. There have been many compromises towards Quebec with the goal of allowing french language and Quebecois culture to thrive. It is difficult for an anglophone to see what Quebec would gain from separation.

Bon, moi, je viens de voir le vidéo illustré dans son ensemble. C'est bien illustré et bien expliqué en quoi et ou est le problème. C'est un programme affecté et un domaine comme tant d'autres. Il suffit que tous ceux qui demandent des comptes sur la question des coupures se regroupent et affirment ensemble leurs opinions. On est en période d'élection fédérale, c'est le bon moment de s'affirmer. Question de gouvernement, fédéral et provincial, on est pas capable

They don't need to target the french market at all. Targeting a market goes WAY beyond whats writen on your signs (which can all be in english as well). They are fully free to target any market they see fit. A Chinese restaurant that wishes to have chinese custommers will have chinese (and french :) ) menus. It insists french be on sign because dating back before Bill 101, most of the signs in the city were english only, regardless of the fact the population was francophone.

Je suis un américain es j'suis allé à Montréal cet été. C'est triste que la culture québécoise n'est pas d'importance pour beaucoup de canadiens. C'est quelque chose vraiment magnifique, ça! :). (I'm an American and I went to Montréal this Summer. It's sad that Quebecois culture is not of importance to many Canadians. It's something truly magnificent :)

Tu cliques sur le bouton avec une flèche en bas à droite sous la vidéo. Il y aura un petit menu qui apparaîtra, pointe ton curseur sur le symbole CC et tu auras l'options d'activer les sous-titres. Je croyais qu'ils seraient automatiquement activés pour tous...

The song is about a seal in Alaska that's really bored. But the french word for "seal" (phoque) sounds just like the english word "fuck". That's what the joke is about. He's not saying "fuck" at random at all, he's talking (in french) about the animal.

It's clear that you can think for yourself and I respect you're arguments. If I were a Quebecois I would probably be nationalist myself. Rightly or wrongly we west of Hull view Quebec as overly pampered. So this video comes off as a lot of sour grapes. I love Quebec, you have an extraordinary province. Don't wreck it.

as someone who has worked in the government i know how much waste there is. more arts funding should be cut, most of it goes to lazy employees salaries and benefits anyways.

We do support our own artists actually. The Québec province likely spends more culturally than any other province in Canada. Add this to the many things you claim the ROC pays for Québec.

i think it also might have something to do with the fact that one band was singled out as an example of how this money to fund the arts was being 'wasted'. The band's name is Fucked Up and they're from toronto.

@moulinimage Les mots ont été changés comme toute traduction le fait, pour chercher un nouveau public. Il est difficile de rester tout à fait fidèle au contexte original quand on change de langue... Évidemment, tout francophone devrait écouter la version originale, que ce soit en regardant le vidéo original ou en désactivant les sous-titres sur celui-ci. Le but demeure le même toutefois...diffuser un message.

Les arts sont p-e plus essentiel que tu crois. C'est en quelque sorte ton identité... la trace laissée aux générations futures, c'est notre histoire... J'ai bcp de respect pour les artistes dans mon entourage, puisque justement, ils persévèrent avec des moyens très limités et travaillent dûrement pour subvenir à leurs besoins.

Trust me, I do have a sense of humour. What bothers me is that the viewers of this video in Quebec probably believe that Ottawa is run like this, when it is the furthest thing from the truth. It perpetuates the stereotype and feeds into French racism aka Quebec nationalism.

les tests de son, l'attention qu'on doit porter au répertoire des autres artistes présent, question de ne pas jouer dans leur platebandes, le fait d'être toujours prêt au cas ou un pépin arriverait pendant l'autre show, (et croyez-moi, ça arrive) être à l'écoute des clients pendant nos pauses pour répondre à leur demandes spéciales et on nous demandes parfois même de rester jusqu'après la fermeture parce que les bossde certains bars se disent ne pas avoir besoin de portier

The Québécois I would guess already pay more than English Canadians in other provinces do for culture. I don't have numbers to back this one up but I would be extremely surprised if it weren't the case. I know at the very least that about 1% of the Québec provincial budget goes into "culture". You CANNOT make the claim to know what impacts this 41 million cut had/has.

This is what you meant : equalization, not transfer payments. Now let's look at this one, out of 5 provinces receiving equalization, Québec receives the least per capita, which puts the province in the middle of the pack. Being the largest province (by far) to receive equalization, it takes a large pie of the global pie, but it is still much less by capita. Don't think that wont change, Ontario, Canada's biggest province will now be receiving equalization as well.

Un exemple qui démontre bien la différence est le prix de la Bobine d'Or (plus d'entrées en salles pour un long métrage) remis aux Juno Awards. Presque chaque année, un film Québécois l'emporte, alors que celui-ci n'est habituellement qu'à l'affiche dans UNE province sur 10. En contraste, les films Canadiens sont sans saveur pour ces même Canadiens, la raison étant la compétition Américaine qui cible le même marché culturel.

Si je regarde au bas du livret de «Me, myself & Us» de Pascale Picard, c'est écrit : We acknowledge the financial support of the Government of Canada through the Canada Music Fund (CMF) for our sound recording activities. Il y a également le logo du Gouvernement du Québec avec sa branche «Crédit d'impôt-Enregistrements sonores». Il faut croire qu'elle, aussi, a eu besoin d'aide financière. Donc, l'argument tient pas trop la route. Désolé...

Thanks for this, Tupp. I must confess my knowledge of French is minimal, so I genuinely appreciate your translation. I love Quebec as much as I love Canada and art and I want to see neither suffer at the hands of small minded, bible-thumping, neocons, nor, as an artist myself, do I want to see the kind of censorship that is planned for us in the name religion and so-called "family values". Well at the very least, a weaker dollar should stimulate employement in Québec and Ontario. The Bank of Canada sure did nothing in that sense to help them when they allowed the dollar to be over-evaluated up to 1,10us.

It's not a question of subtitles being properly written, just that some subtleties will never translate well, and you can't always go with a literal translation. I agree, those who can understand french will ultimately find it better. Of course if you think you can do better, I'd be more than pleased to post your improved translation.

J'ai moi meme perdu une subvention. Nous partions en tournée en France à chaque année pour un petit festiaval en Alsace. Meme si nous chantions en francais, nous étions toujours présenté comme un groupe Canadien. Total de la subvention annuelle: 4 000.00$. Ce petit montant ne fesait que payer le surplud de bagage. Vue le poid de l'équipement c'était un besoin.Maintenant que nous n'avons plus cette subvention et que nous artistes ne sommes pas trop riche... Terminé maintenat.

I did not deflect your question, I answered it and I answer it again saying Bill 101 has very little impact on anglophones. There are less hate crimes in Québec than basically everywhere else in Canada according to Statistics Canada. So much for your perceived racism.

The education laws do not target anglophones who can all receive english education from grade 1. It targets francophones and new immigrants. Roughly, Bill 101 affects everyone BUT the anglophones in Québec, who can bypass it. The only thing they need to cope with, is the sign law. Anglos are not oppressed, far from it.

As for the unemployement rate in Québec, it is near the lowest it has ever been, which should probably change soon thanks to the economy crisis we will (like the rest of the world) go through. Right now however, Québec hasn'y officially hit recession, while the same cannot be said about Ontario. Expect Ontario to catch up and even get a bigger rate soon enough. They already were announced to receive equalization.

You cannot still claim international promotion does not have an impact on creation. What if artists depend on that market. "You post garbage, you get "blah blah blah." " You should instead reply with, "I don't know what to answer with or feel like making an attempt to understand anything besides my biased opinion, I'll post blah blah blah"

Les garderies sont un système efficace qui est en grande partie responsable du pouvoir d'achat maintenant plus élevé que l'Ontario des familles Québécoises. Les CPE ont sorti massivement les mères monoparentales de l'assistance sociale alors qu'auparavant, elles n'avaient pratiquement aucun incitatif à aller travailler. Jean Charest maintenant appuie le programme, car il est a de la valeur.

Believe it or not, Québec does understand english is important. That is why it is now taught from grade 1 as a secondary language. That is why Québec is the most bilingual state in North America. More than 40% of the province is bilingual. Businesses are TOTALLY FREE to do business with whoever they damn want. I can't believe you are saying the opposite because french is required on their commercial signs.

Le seul retour (pour le Québec) de notre investissement en Alberta provient des transfers fédéraux au province et l'Alberta nous doit bien cela pour l'avoir mis sur la foutu map.

la plupart des artistes gagnent beaucoup moins que $35K par annee. Ce que beucoup de gens semblent oublier, c'est que ces fameuses subventions ne sont pas destinées aux arstistes comme Celine Dion ou meme Michel Rivard, mais plutot à ceux qui commencent, ou alors à des projets justement comme celui decris par Rivard dans la video

Il est effectivement aller chercher ces emails dans sa voiture, en état d'ébriété, ainsi que des effets personnels pour rentrer a pied mais il n'a jamais été prouvé qu'il allait conduire. Sa version est que la voiture n'était pas en marche. Aucune accusation n'a été portée. Il est permis de douter la véracité de ces dires mais non d'affirmer sans doute qu'il allait effectivement conduire.

Tant que les gens penseront que les artistes créent uniquement pour du divertissement et que leurs activités se réduisent à du simple loisir, il est évident que les payeurs de taxes se sentiront floués, en pensant que les subventions servent à garder les «artistes» dans leur «oisiveté». Faut vraiment pas connaitre la réalité des artistes pour penser ça. La plupart bossent pour pouvoir créer et s'éviter la rue. Les subv c"est bien mais l'ouverture des médias doit suivre!
