The foundation of Michael's character is that it's NEVER business, it's always personal. The one thing he never forgets is if you cross the Family. Even Vito could forgo vengeance for the murder of his son, in order to keep the peace. But Michael would literally murder his own brother to set him straight. From Captain McCluskey breaking his jaw and beyond, Michael took everything personally and brought the world down on himself by the third act

But Michael is no exception here. In both of your examples, when Vito and Roth say it's not personal, they're LYING! Vito swears it will not be him to break the peace in the very meeting where he deduces it was Barzini behind everything. That isn't forgiveness, that's a chess move; he is only able to keep that oath because he immediately hands his empire over to his son, and he urges Michael to act against Barzini. Equally, it's clear that for Hyman Roth is NOT just about business, he has a personal vendetta against Michael for killing Moe Green.

Oh my God, why are people so stupid?? Vito was ready not to take revenge for Sonny because he was sick at the time and didn’t have the strength to fight with the five families, so he agreed to peace. As he later admitted to Michael, it was a sign of weakness. In the world of the mafia, weakness is not forgiven. Michael knew this, which is why, as a true man, he decided to take matters into his own hands and defend the family’s honor, since his father was no longer capable of doing so due to his health.

This was the first time that I realized that Moe Green was Bugsy Siegel. In real life he was killed for getting in too deep in debt with the gambino family (Corleone) trying to create Las Vegas. Roth (Meyer Lansky) grew up with Moe Green

This scene provides the best answer yet why the other families didn’t retaliate after Michael ordered the purge at the end of the first film. They knew it was him, but they didn't want an admission that they knew in the form of an immediate frontal counterattack. Even the badly botched hit at Michael's home was a sign of gross incompetence on Roths part. Relying on an open window and perfect timing from long distance. From that point on, Roth was the sheep 🐑. Roth played this well. He went to a meeting that day, celebrated his 67th birthday, told Michael off about what he saw, then all of a sudden, he’s dying and needs to be put on oxygen and beforehand tells Michael the story about Moe Greene. Afterwards, he played the game well. Told Fredo to dispatch some military personnel to kill Michael’s bodyguard at the right time when he tries to kill a supposedly frail Roth on oxygen. Then Roth flees, Cuba’s being taken over, Michael has to testify at committee meetings engineered by Roth. Michael wins, but Roth is still free, smug, and thinks he’s won. But Michael dispatches Rocco. The rest is history!
