Now you got me thinking of trying to use halftone screens to simulate comic coloring of the 70's or earlier to emulate what True Grit Texture Supply's Kraftone does. This could be fun and result in some interesting textures for Grease Pencil.

Im having issues with the brush pack. The brushes in the blend file are blank, they just paint solid strokes. I unzipped everything and when I try to append the brushes, nothing shows up.

how do you simulate blending or smudging in blender grease pencil?

I don't believe there is a thing for that quite yet! since grease pencil is more an animation tool, the best thing I think you can do is just stacking your strokes with lower opacity.
