Litter box idea! You can take a very large Sterilite storage container and put the litter in the bottom and then cut a whole in the lid big enough for the kitties to fit, that way the kitties have to jump on top of the container to get down to the litter part! Hopefully the dogs wouldn’t jump up there and go down in the litter part!

I would suggest, if this litter box doesn't work with the doggies, maybe try a top entry litter box, there are more and more coming onto the market, and they are pretty modern looking. Since you just have smaller dogs, this could be a solution to keep them out of the litter, plus they help prevent litter tracking a little more than a regular box. You could also create your own out of a plastic storage bin with a lid, cutting a hole in the lid big enough for them to enter through the top! Not as stylish as the premade ones, but you can find taller storage bins that will be even better at preventing the dogs from accessing the litter! Also, we have a Pomeranian too, and he is OBSESSED with those mouse squeaking cat toys, we have to buy him his own. But our other dogs destroy them if they get them. So cute. 🙂

The best way to stop kitty litter spread is to have a good turf style mat or section around the box itself. The kitties should scratch the litter out of their paws. I know that won't help the throwing of the litter.
