Cutter James Rankin conducts seasonal buoy exchanges

The James Rankin crew was engaged in the process of exchanging 77 seasonal buoys throughout the Chesapeake Bay and its tributaries, performing on deck maintenance and removing the Francis Scott Key buoy.
