You got it wrong chom, decks are codes, they can't be upgraded, only aquired, is similar to spells for mages, you don't upgrade your spells, you learn spells, got it? In Cyberpunk we can divide folks in tree classes. Techie = Rogue class Netrunner = Mage Solo = Warrior. Most characters in Harry Potter would be Netrunners poking holes in the Black Wall, dealing with rogue AIs, looking for decks, riding the code. Hogwarts would probably be a School in the Arasaka tower.

That's actually a cool concept. Like Horcruxes are just VOldemort's constructs and Harry accidently got one to the point of not being able to take it out. Also, Voldemort getting so chromed, he became more of a machine than a human, but unlike Adam Smasher, he is more into elegancy, rather than being a killing machine.
