Yes you are right FSR 3.0 with Frame Gen in this game is quite bad. I don't know why they didn't implement 3.1. I am not fully sold on using Frame Gen yet in Cyberpunk on Steam Deck, I hope they improve it a bit in the future (but they will probably not).

Meu steam deck nao passa de 37 fps mesmo no low, ja fiz de tudo e nada de melhorar , na cidade fica em 25 fps

You can enable the Performance monitoring and check if everything is set correctly. Your steam deck should consume around 22-24W and your GPU should be around 1200-1600 MHZ. Make sure FSR Balanced is selected - you can select quality then apply, then balanced and apply - sometimes the FSR level doesn't change when the Preset is selected.

Dogtown fica em 14 fps

For me it has drops, but it usually stays above 30 even in dogtown with Steam Deck Preset and FSR Balanced.
