If his orders were eliminate everyone there then Lucy would be dead too. Nobody died a pointless death, if you knew the cyberpunk story then you would’ve known from the beginning that no edgerunner would live to see their own legacy. Few do and when they do they’re no legacy.

When David and Lucy got together, Lucy's dream also changed. It was no longer going to the Moon, it was to be with David. That's why you can see her smile when seeing David at the end and then saddened after realizing he's no longer with her. Personally I like and hate the ending. On one side I just wanted both of them to be happy on another this ending felt real. If you play the game, you'll know that there are no happy endings for people like them in Night City. This anime truly deserved the Anime of The Year award.

There's also a positive way to look at the ending. Early in the series they talk about how Edgerunners are remembered by how they died, and yet, Lucy can only remember how David lived.

It hits in unexpected ways too. Watched the whole series a whole bunch of times and for whatever reason I had an old song come back to my mind (Arash - Pure Love). To scratch that itch I looked up the song and the lyrics and well, let's just say that song now hits like a truck. Just look up the translated lyrics (Arash being Iranian sings his part in Persian) and yeah, you'll see exactly why it made me think of Edgerunners

Anyone who played the tabletop game will know that when Adam Smasher turned up, there was a huge chance of a total party kill. His stats are so high, the only person to fought and survived him was Morgan Blackhand. Anyone else in any other game, regardless of how high their stats are, it's a bonified team wipe. Adam Smasher turning up in the anime was just a guarantee TPK, and it's only because of David's sacrifice that Falco and Lucy were able to surive.

You know what I noticed... For some reason, all netrunners dream of going to the Moon. Lucy dreamed because it was her dream that she tells David when when they got to know each other (Now there will be big spoilers for the Phantom Liberty DLC below, so if you haven’t played, please don’t read further) Songbird had to fly to the moon because it was the only chance to survive. (V either) And it’s very interesting that the developers are concentrating so much on the Moon location. Perhaps the events of the sequel will partially take place there? Who knows, but this is a very interesting detail.

From what I can tell I feel like it's a metaphor for "Getting away from all of it", like earth in the Cyberpunk universe is just kinda done, overtaken by the corps and crime, so they must think "Welp, guess I like my chances in the space vacuum more than here".
