The creators probably thought Tails wasn't cool enough for a super state, though it would've been somewhat inevitable to deny him any special powers when he got all super emeralds..

The Shields: Water Shield, you kind of do a high jump when you bounce (waterproof) Fire Shield, you dash forward (fireproof) Lightning Shield, you can double jump and it attracts ring (electricproof) Sonic jumps high, Knuckles dash forward with his hands, Tails can fly( Double jump as the "fly")

Ok if there is one thing I'd like to ask it's why Sonic CD wasn't ever included in the list of old Sonic games you played Cyber. I'll understand if you have something against that one for being on Sega CD, or simply because the special stages in Sonic CD are hard as h*ll especially because they're harder than they need to be or if its because Sonic CD doesn't let you have good speed because it's more of something thats a trial and error chore or if its because they do so much to slow you *2bcont
