The equation is correct, but I can understand why people say otherwise. Other sources will have external pressure minus inner pressure which would mean that it is + radial and - for hoop. This equation is inner pressure minus outer so it is - for radial and + for hoop. Both are same it just a matter of preferences. I am no mean an expert, so please correct me if I have made a mistake.
