Its an explicit thing in Touhou canon that Gensokyo is basically a nature preserve for Youkai that do not require human flesh to live. TLDR; Due to the established canon, if Rumia hasn't been executed yet, there's a near 100% chance she's never killed a human while being a resident of Gensokyo. So, she must be a carrion feeder eating already dead humans, or getting her meat from somewhere else. Any threats she makes of devouring living humans are just bluffs. FULL EXPLANATION: Youkai that do need to eat humans, but can make do by other means (Like Remilia, Flandre, and the Kappa) are tolerated as long as they don't outright kill a human. But if a Youkai outright murders a human, then Reimu, Marisa, Sanae, all the sages (Kasen, Buddhists, and the Taoists), as well as Yukari, Okina, and possibly Flandre would all be on their ass to kill them. Can't have a nature preserve without humans for Youkai to feed off the blood of (Remi/Flan) or the emotions of (Kogasa). So, the population of humans and youkai is strictly regulated and anyone fucking up the ratio without due cause gets executed. Hence why the Fortune Teller was killed on the spot for becoming a youkai, Kasen disemboweled a toddler dragon for becoming homicidal, and Kasen+Reimu worked together to turn a flesh-eating wolf youkai into a youkai that only feeds on humans' fear. (This wolf youkai wasn't fully formed yet, so execution wasn't the only option.) There are plenty of times when a youkai threatens to eat or kill a human, but its always just a bluff. There have been multiple times when Kanako puts on the youkai face and says "I'm gonna eat you!" to Marisa. Each time, Marisa doesn't give a shit and just goes "You and I both know how this works. Just stop." And Kanako does nothing every time. If Rumia's still alive, she definitely only eats already dead humans (natural causes or they were killed by a youkai that was quickly executed before they could finish their meal) or she gets her meat from non-humans. And honestly, Rumia doesn't seem like she'd be intelligent enough to hide a homicide from Okina or Yukari. So, its not that Rumia gave up on hunting humans and more she knows she would get killed if she did. So, Rumia found other ways of sourcing her meat. BONUS: Subsequently, this is also why Reimu can beat characters like Remi/Flan in combat. The nature preserve uses Reimu's life as a keystone to maintain Gensokyo's boundaries. None of the youkai can survive in the real world anymore, which is why they're in Gensokyo to begin with. Any Youkai dumb enough to actually try to kill Reimu would get hunted down by all of Gensokyo (Like Seija currently is). So, they just fight with Danmaku (Magical Airborne Extreme Paintball) instead of real combat to resolve disputes.
